I would strongly recommend letting Azureus manage your connection to the swarm, as it will try to maximise the overall speed of the distributed database. Overriding commands, like changing your maximum download speed, will in many cases actually reduce your overall effective download speed. There are many factors that influence the overall performance, and the number of seeds you connect to is one of many. Connecting to more seeds will not necessarily make your download faster.
