The GtkCList function set_background() can be used to colour a row. The trick here is getting the colour to set. pygtk-0 has a bug in which GdkColor SEGVs when being instantiated; however, the correct way to do it relies on the GtkWidget’s get_colormap() method, which returns a GdkColormap.
