The options to do this are under CCS Debug Preferences (Window->Preferences->CCS->Debug->Continuous refresh interval (seconds)): You cannot select a value smaller than 1 second in CCSv4.0 Upcoming Enhancements: In CCSv4.1, you will be able to choose smaller values for the graph windows only.
