How do I change the employee benefit rate to match the current EB rate?

A. Open the proposal and budget in Modify mode. Then press the Rates button on the second toolbar. Press the Sync button. Press Ok to any messages you get. Then press the save button. The budget will be recalculated using the new EB rates.
