How do I change my administrator password from a normal account?

No. only an administrator account can change the password of another account. Also, only an administrator account can create another administrator account. So the only way to fix it is to reformat and reinstall. This is not a Vista problem, the OS is working exactly how it should to prevent individuals from accessing other accounts on the machine.
