Otherwise it’s not really necessary. You should also trim any dead or dried up interior branches. That probably doesn’t explain why your trees haven’t bloomed well this year. I don’t think the winter where you are was especially harsh, and cold weather would be the most likely explanation for why they aren’t blooming. My guess would have to be dry soil. They need to have consistently moist soil in order to do well. Also, they require a lot of sun, but that shouldn’t have changed between years. You should also try to add a liquid fertilizer every two weeks or so. Here’s a little more info that could help you: Jacarandas should be grown in well-drained, sandy soils. They prefer lots of sun but can live with less. However, being a subtropical plant, Jacarandas thrive in heat and should be planted in a warm site for better bloom (i.e. with a Southern or Southwestern exposure and protected from cold winds.). Also, it is better to wait until the blooming peak is over before starting to water
