Time zones are related geographically, but there are also poltical considerations (for instance, in the US, state governments try to avoid having their state bisected by a time zone, many countries try this too, but it is not always practical. Also, some nations adjust to the nearest half hour, like India, Iran and Burma). So this won’t always work but it is a reasonable first stab.
