The top level mkall.bat file builds everything that we know is in a consistent state. The results of the build are in the build subdirectories, one per architecture/toolset combination. The build directory also contains C header files that are generated from the XML specifications. You might want to look in there for some definitions that perhaps you expected to find in the top level include directory.
