Prior to gaining access to ECS’s system, a written franchise or written revocable consent from DoITT (The New York City Department of Information Technology and Telecommunications) to occupy the city streets is needed. Upon request, tenant shall provide ECS with copies of said franchise or revocable consent. The Tenant shall occupy the Conduit System only as authorized by such franchise or revocable consent from the city.
