Your SIM will be active when you receive it so you do not need to activate your SIM. If you have purchased a wireless USB modem from gotalk, the SIM will already be inserted in the wireless modem when you receive it. Insert the wireless modem into a spare USB port in your laptop, then follow the on-screen installation instructions to complete the setup.
