How do homeless shelters get built?
Homeless shelters usually don’t get built, they get donated. Meaning that they take an older building and use it for the homeless. You can try to get sponsors like major corporations to help donate funds and supplies or food. Start at your city council meetings and bring up the topic there, go from there to see what is required from the city and if there are any grants to help. You will need to do your homework though, take pictures of the homeless to show their need of a shelter. Talk to the companies that are willing to help. You may even need a petition to show that there are many people interested in helping you.
