It is born into them. They make noises even in the womb. What they learn to say depends on what they hear when they are born. If you take an American baby and place it into a Chinese family, it will grow up speaking Chinese and not American. Our brains desyphur what is being brought into it and then the use of the vocal chords forms the words that we hear from repetition. The older our brain matures the more things we hear and the easier it is to repeat them without having to hear them so many times. My brother is Army and is in Top Intelligence. He had to learn 8 languages. All his kids can speak at least 4 of them apiece fluently because he spoke them all around them. Now his oldest son is in the Army and was also picked for Intelligence work since he already knew all those languages.
