How do car manufacturers decide on doing a recall?

There are many parts that get identified as a repeat problem. Yet they continue to use these parts year after year. They deny that any other car has that problem right up to the day they recall. Many repeat failures get a service bulletin admitting the failure yet they don’t take responsibility. I’d say it’s much, much, much more common with American car companies that Japanese. It’s normally recalled if it relates to safety due to the government paying attention but they still play the numbers game, apparently there’s a percent of fatalities or injuries that they can sleep with. Other obvious problems don’t get recall attention as easily, if everyone with that problem doesn’t know that other people are dealing with it they just pay to fix it. I think it’s guaranteed income if they can put parts on that they know will fail, all they have to do is make sure it makes it to the end of the warranty and I think they do it on purpose.
