Developing this proprietary algorithm was not easy and took several programmer-years. The hardware had to be specially developed to accommodate automatic image processing. There are many techniques that were carefully tested involved in getting the cloud cover accurately under a variety of conditions. NOAA later compared TSI results to trained human observers with excellent results. Testing the algorithm under widely varying sky and weather conditions was just as time consuming as the R&D effort itself of the hardware and software.
