How did the strong LEPCs become strong?
Some factors that tend to produce strong LEPCs include: industry participation, leadership, administrative support, whether the Emergency Management Director views the LEPC as a tool to help accomplish his/her job, etc. Improved education and distribution of information about SARA Title III are key to establishing leadership in protecting a community against hazards.
