On October 7, 2004, the federal government released information indicating the amount of federal dollars flowing to states in fiscal year 2003. This information was based on two reports: The Consolidated Federal Funds report that covered benefits, subsidies, grants, goods and services, and salaries and wages; and the Federal Aid to States report that covered grants to states and local governments. As expected, these reports are of great interest to a range of different players ranging from states to localities to interest groups to individual policymakers as they seek to leverage additional funds from the federal government.
