Well, when the River Nile first flooded, it gave the farmers crops all the water they needed. It influenced the pharoah and the goverment by showing them that the flood could also kill people, too. When seeing this, the pharoah and the goverment realised that the people should be held at safe places for the amount of time it lasted.
