The Versailles treaty did, among other things, restrict the armaments of Germany. However, although inspections were carried out by the Allies, the effectiveness of such were not long lasting. The biggest effect on them were the massive reparations, many billions of gold marks and the lost of land and colonies. This lead to rampant inflation and massive hardship for the German people, which lead to the rise of the Nazi party and the rearmament of Germany and, of course, then to WW II This is a very simplified view, but there were many other factors, such as communism, etc. which effected the nations path.
