The German monarchy ended with World War 1, and the Weimar Republic was established during the interim period before WW2, or actually till Hitler took power in the early 1930s. From then till after 1945, Germany was a dictatorship under the power of the national socialists. After WW2, when germany was split up into a few different domains, controlled by France, England, the US and Russia, but mainly falling into US and Russian control, democracy was again established in Western Germany. I am unsure as to the actual status of Eastern Germany during the Cold war, but I believe that it was supposed to be a democracy, at least in paper. I doubt that it was actually very democratic, just as the soviert union wasn’t really communist, but they may have had one on paper. After the Cold war, when Germany reunited, the whole country became democratic. The end.
