They compromised: Mainly mixing the Virginia Plan (favored by large states) and the New Jersey plan (small states) This established the 2 bodied congress, the Senate where everyone is equal (the legislative body under the New Jersey Plan) and the House of Representatives where representation is based upon the population of a state (legislative body under the Virginia Plan) Anything they couldn’t decide on, such as voting procedures, they decided to leave up to individual state governments to decide for themselves. Most of the ideas in the Constitution are credited to James Madison, he did much of the debating during the convention.
