don’t know about marketisation whatever that is, sounds like some sociologist’s pet theory, but the act marked a step change in central control of education because it was the first time that schools had a statutory duty to teach particular subjects and specific topics within those subjects, it may seem incredible but before the act schools could teach as much or as little as they wanted with only public opinion and convention offering any control, the government also increased their control by setting up a testing regime that was designed to expose schools that did not follow their edicts because the results were to be made public, this was also the first time that standards in primary schools were exposed to public scrutiny
