How did the City of St. Cloud develop its stormwater utility program?
The City of St. Cloud worked with its staff and a consultant to evaluate the current stormwater program and determined that a higher level of service was needed. City staff also brought their recommendation of implementing a stormwater utility fee to the City Council. The City Council adopted the Stormwater Utility Fee in 2007.
