How did the City of Raleigh develop its stormwater utility program?
The City utilized several sources to develop the program. City staff worked with a consulting firm. In addition, a citizen’s advisory committee assisted directly by evaluating various programs element and funding alternatives. Funding options that were considered included the general fund (property taxes), bonds, special assessment tax districts, and enterprise (or utility) fees.
