County Commissioner Randy Harris, in Ocala, FL (Marion County) was the founder of Choose Life, Inc. the organization sponsoring the legislation; Senator Jim Sebesta and Representative Bev Kilmer were the bill sponsors in Tallahassee when it passed in 1999. Previous sponsors were Senator Tom Lee, Representative Tom Feeney.
