How did NOLS come up with the 50¢ figure?

Last year the Board drafted a business plan called NOLS 2012. They tested it at a series of town hall meetings in each of the service communities, and with a county-wide Citizens Advisory Committee, before adopting it in April 2010. The plan responds to community demand for more convenient hours and more new materials in the libraries’ collections, and it establishes fiscal sustainability and stability for the Library District for at least ten years. To meet these targets, it calls for restoring the levy rate to 50¢, and in addition for the formation of a non-profit Foundation to augment tax dollars with private funds.
