Some Jews did not move back into Germany, in fact there are many Jewish immigrants that still live in the country they immigrated too. Most of the Jews that are still in Germany, were the survivors of the WW2. Also, Germany did it’s best to show it’s sincere apologies to the Jews, so there is a lot of benefits of being a Jew in Germany.
