Germany DID try to justify its invasion of the USSR, of course. Hitler claimed that Stalin was just waiting for an opportunity to attack him. So Hitler attacked him first. This is called a preemptive attack. Stalin, of course, claimed that he never intended to attack Hitler. Personally, it is hard to believe either of them.
