The FY00 DoD Appropriations Act provided $3M budget adjustment for relocation of ex-Iowa from Newport, RI to San Francisco area. As it was still a Mobilization Asset, the ship was moored at the MARAD Suisun Bay Reserve Fleet, and maintained by MARAD under a reimbursable agreement with the Navy.
