The Shadow-Thief (I) never existed and was therefore never a member of the Injustice Gang of the World. (This is a presumption on my part; I would find it to be extremely unlikely that two people named Carl Sands who look alike and manage to get the same powers would call themselves by the same name. It is possible that Carl Sands sans powers joined the IGW, but this seems unlikely.) The Gentleman Ghost may never have existed, as a new character called the Gentleman Ghost was introduced; however, as GG was a foe of the Golden Age Hawkman, I’d prefer to think that he did exist and did appear in the party thrown by the Flash’s Rogues Gallery. However, the new Gentleman Ghost, “Gentleman Jim” Craddock, has the name in common with the earlier version and might supersede him. The new version is an entirely human (not undead) thief whose theivery is well-known but never proven. I speculate that the old Gentleman Ghost may have found a way to become alive again. Byth, the Manhawks, Konrad Kas
