How did Andrew Johnsons Reconstruction Plan differ from that of the Radical Republicans?
Lincoln’s Plan was to pardon (almost, he would figure out what to do with high ranking officials later) any Confederate who would swear loyalty to the Union and the constitution. Once 10% of the voters (white males) had taken the oath then the state could launch a new government and send congressmen to Washington DC. It was all about getting the “rebels” to come back. The bill was stuck in congress when Lincoln was assassinated. Johnson’s Plan made a lot more exceptions and expected anyone above a colonel to come and ask him for mercy (some say this was because he wanted to meet high ranking people).
