Depends on the location. Some coins from Dura Europos were found rather deep. These included a number of coins found with a Persian soldier’s remains in a mine shaft. In some places Roman coins have been found at or near the surface e.g. a late empire coin found in Spain. Some coin hoards dating from the third century were buried for safekeeping during the Frankish etc incursions of the time (but never recovered by their owners). I believe most were still at least a few inches below ground and had to be found with the help of metal detectors at or near Roman archeological sites.
