How dark does it have to be for the glow pigments to illuminate?

This depends on the time since the glow in the dark pigments were charged. Newly charged pigments will glow in reasonably light conditions, where as glow pigments that haven’t been exposed to a light source for a while will appear not to glow in the above situation, and will need dark conditions.
