How could you objectively and fairly evaulate the effort a work force puts in to their work?
Interesting question, as quantification of work effort tends to focus on either the quantity of work (read hours) spent on a task or upon some measure of the result of that effort; whether it be in terms of tasks completed or the objective quality of that work. Your question is different though; you are looking for a measure of the effort expended, not the hours spent or the results obtained from that work. I would propose that to measure effort, one would first need to establish the maximum capacity for each individual to perform a specific task. Once this is determined, you could then measure how much of that task-specific capacity the individual applied to perform the current iteration of that task. Think of running 100 metres; The effort I spend to run 13.4 seconds may be much greater than the effort you expend to run 12.1 seconds.
