When the U.S first started the Articles of Federation would create laws but the states really didn’t enforce the laws. This caused turmoil until the federal gaverment started to regulate the United States. This made an unseen rivalry between the federal government and the state goverment. Also the Whiskey Rebellion helped make this rivalry even more bitter. To sum it all up the government level law enforcement believe they can do everything on there own without state and city law enforcement. They feel very embarrassed if they are helped by the state or city law enforcement. The state law enforcement believe they can run everything on their own. The city law enforcement basically gets no respect from the other two. To answer your question it is kind of impossible. Also if I have any mistakes or this is wrong please give feedback.
