How could congress eliminate the problem of gerrymandering?

Congress could eliminate gerrymandering by issuing each representative districts that are of equal size and mostly square. However, I do not believe that congress would want to eliminate the problem. It certainly is a problem for us, but unfortunately for the representatives, it isn’t. There definitely should be something done about it, though.
