The problem is that the Independent Police Complaints organisation is mainly made up of retired police and criminal justice people. It is not independent. They do not want to make it easy for you to identify police assaults. Their job is to cover up these things. As mentioned elsewhere police assaults and crimes are relatively rare but that does not mean that they should not be treated seriously. Our police force is no longer a civil police force. It is a quasi military rapid response force made up of ill educated members from the lower orders of society. They have lost contact with the people they are paid by and are rapidly losing the respect of the public in general.
