Some will and some won’t. Mostly because they do not have to. When you choose not to pay their asking price that is your decision and yours alone. You do not have to pay it. However, with all of the (already funded) government infrastructure going in, the values are only rising and you are opting to allow the seller to continue to receive the benefit of the appreciation, instead of you.
