How come Stan Lee appeared on the cover of FANTASTIC FOUR #236 while Jack Kirby did not?

I just finished the 20th anniversary FANTASTIC FOUR #236 with the wonderful celebratory cover. Stan Lee’s there, as was appropriate for the occasion, but Jack Kirby isn’t. Why? JB: Kirby was on the cover, but Shooter had him removed.
