How come sometimes people see the Fulcrum and sometimes don ?
Because she has the power to choose whether someone consciously notices her at any given time, sort of like the Ghost of Christmas Past. It’s her job to maintain cosmic order, and it’s easier for her to do this if people don’t start running and screaming becase there’s a floating woman in robes. Plus if she stops time as she does HERE, then obviously nobody will see her, because time hasn’t stopped for them.
