The city also paid for this by basically going bankrupt, and laying off cops, firemen, sanitation guys, and other “unneeded” personnel. They paid for this choice with a HUGE crime rate, a dirty city, and other community issues. Luckily, they learned the error of their ways (to a point that is), and the city is cleaner than its ever been, and a city thats the safest big city in the world.
