May 26, 2009: This will depend upon both the terms of the CDP and the site of the locations, including the specificity with which the CDP describes the locations, the extent to which the CDP satisfies the Form 2A informational and procedural requirements, and the extent to which the actual locations raise new or different concerns regarding public health, safety, and welfare, including the environment and wildlife resources. In general, the more a CDP is designed to satisfy the requirements of a Form 2A, the smaller the margin of difference there can be between the actual and planned locations. Likewise, the more the actual locations raise new or different issues regarding public health, safety, welfare, the environment, or wildlife resources, the smaller the margin of difference there can be from the planned locations.
