Usually the aerator is plugged; but, sometimes the rubber inside the stops under the sink wear out and tear away and plug up the end of the stops or the supply lines. Sometimes the supply lines get kinked and need to be replaced. If you get a flex tube to connect to your stop under the sink, you could attach it and blow the water into a bucket to see if you have pressure there. If there is pressure, then you know the problem is above the stops.
