If you look at other examples in the developing world, such as India and China, they went nationally wireless before going nationally ‘landline wired’. The reason this happened is owing to the cost it would entail to establish landlines all over these countries, actually it’s a daunting task. So maybe the same needs to be done in Africa. What I would do is establish satellite wireless communications, build a few communication satellites for Africa and have everything go on Wide-Area-Network, wireless, connected to LANs, Local-Area-Networks, wirelessly. Also establish a certain degree of wired centers which could be used as wireless backup. You will also be able to improve the lives of Africans in a myriad of humanitarian ways, once the proper networks are in place. You will also want to be able to connect them to Aid Organizations which are delivering goods via airspace, so the proper airspace-to-ground communications will need to be addressed.
