Go to route 201 and kill lots of bidoofs with the pokemon which you want to have max hp also give that pokemon hp ups (you need lots of biddoofs though and 10-11 hp ups) also if u have Surf go to route 212 and kill woopers and quagsires which give more hp evs than bidoofs (check my source for more)

There is no way to reach max HP in pokemon without the use of cheats. The closest you can actually get legitimately is 714 with a blissey who has max of 31 IVs in HP and has been trained to have 252 EVs in HP.
