HOW CAN THIS AMENDMENT RESPOND TO THE GOAL TO MAKE RESOURCE MANAGEMENT DECISIONS AT THE LOCAL LEVEL?
The amendment alone doesn’t, but once it’s in place, individual plans can be amended or revised to respond to local conditions. In fact, 17 of the 18 forest plans affected by this decision likely will be revised in the next few years – the Targhee NF revised its plan just two years ago, in 1999. The BLM has started revising and replacing its plans, and anticipates all out-of-date plans will be replaced within the next few years. Future amendments and revisions could include changes to the direction contained in this amendment. Formal consultation with the USFWS would have to be re-initiated if analysis showed a change was likely to adversely affect lynx.
