How can the Global Handle Registry cope with different loads?
The Global Handle Registry is responsible for returning data stored in handle records that are accessed by prefixes and/or by “service handles” to clients that request it. Clients use that data to locate the service responsible for resolving identifiers beginning with a given prefix. This system is designed so that clients and local resolvers may cache the referral information and not interact with the GHS very often.
