How can the developer pay-to-play problem be addressed?
Most citizens consider highly unethical the practice of elected officials soliciting and accepting political contributions from developers seeking governmental approvals. In accepting the donations, the officials are giving developers at least the perception that their contributions are a necessary expense for doing business in the community. Note also that, due to “wheeling” and ELEC reporting delays, the public is typically unaware that such a monetary transaction could be influencing a pending official decision. Legally, the monetary support of political candidates is a constitutionally protected form of free speech. Therefore, developers’ contributions cannot be restricted or prohibited if offered and accepted without condition. As with all pay-to-play money, an associated condition is rarely provable.
