The decision to site the City Hall on some of the lowest cost available land in Orinda and finance the building through private investment was a well thought out and cost-effective decision. The City’s publicly maintained infrastructure will require an investment on another order of magnitude to make the repairs and upgrades needed. In fact, the City already is spending more each year to maintain and improve roads and drains than the amount budgeted for the new building. In 2004, the City Council authorized the formation of an Infrastructure Committee, made up of local residents who are experts in transportation, engineering and finance, to study the problem. Since then, the Committee has met monthly to identify needed repairs, estimate costs, and review and recommend solutions. The Committee will be hosting a series of community meetings in November and expects to present a plan to the Council in early 2006.
