Diplomats represent their countries overseas. If your friend would like to be an American diplomat to Britain, she would have to apply with the US Dept. of State, and from there, they appoint a post to the applicant. Usually, FSOs (Foreign Service Officers) have no say in what country they are sent to be “at post,” especially when they start their careers. If she would like to be a British diplomat in a foreign country, she would have to apply under Britain’s government. Not sure how that works. It is possible to be a domestic officer in America but the application process is much different I believe…. many of those types of beauracrats are tranferred around to different embassies and such within their own country as well.
