Solar cells as in UV producing elements are used to kill bacteria, and are currently in use in many water treatment plants. Solar cells as in photovoltaic cells would be only useful in creating electricity – you could use to run pumps – or the UV producing elements. Of course photovoltaic cells change UV into electricity so if you could reverse it to produce UV from electricity that would be usefull.
